About You
We are looking for a skilled litigator with excellent written and oral advocacy skills, someone who is devoted to movement lawyering and dismantling unjust systems, passionate about racial and economic justice, committed to working in a collaborative environment, and eager to train and support junior attorneys. This person will take an immediate leadership role on several active impact litigation matters and will develop a pipeline of novel civil rights cases that are tailored to the most pressing issues facing low-income communities of color in Northern California. This position will work closely with an exceptional program team that includes the Legal Director, two staff attorneys, other senior attorneys, a coordinator, and a legal fellow. The senior litigator will also join LCCRSF’s Senior Leadership Team and will help provide a strategic vision for the organization’s future work.

About the Racial Justice Team
As part of our racial and economic justice work, LCCRSF is drawing on its years of experience to meet the demands of a moment defined by COVID-19, the national reckoning in response to police brutality and oppressive systems of wealth extraction designed to target low-income Black and Brown communities. We take an integrated advocacy approach by combining cutting-edge impact litigation with targeted advocacy campaigns designed to achieve measurable wins in the fight for racial and economic justice. LCCRSF works in the direction of movement groups and grassroots allies. We also draw impact work from patterns we see in our limited-scope direct legal services clinics in Black and Brown communities including the People’s Clinic, which seeks redress for police violence. Some of our recent litigation and advocacy victories include:
• Debt Collective v. Judicial Council of California, a case against the California courts for running a profit scheme that extracted hundreds of millions of dollars from low-income Black and Brown Californians for profit; our litigation and advocacy helped galvanize AB-199, a new law that eliminated more than $1 billion in illegally imposed court debts;
• Coalition on Homelessness v. City and County of San Francisco, securing a historic preliminary injunction against San Francisco’s draconian practice of policing homeless residents who have committed no crime but sleeping in public amidst the City’s massive affordable housing shortage;
• Caldwell v. Bad Boys Bail Bonds, winning a decisive appellate ruling invalidating $30+ million dollars in illegal bail debts for the families of arrestees, and declaring that unscrupulous bail bond companies must honor consumer protection laws;
• Got hundreds of curfew citations dismissed in Sacramento and San Jose in the wake of George Floyd protests. Filed litigation for people injured by the violent tactics of law enforcement to prevent future police violence and get recompense for those harmed in White v. City of Sacramento;
• Co-sponsored AB1082—a new law that would end the practice of seizing and selling low-income people’s vehicles just because they cannot afford to pay late parking tickets. The bill dovetails with ongoing litigation we are pursuing before the California Court of Appeal;
• Made California a national model for fines and fees reform, including ending driver’s license suspensions and eliminating dozens of regressive fees.
By being grounded in community and listening to our clients and grassroots partners across the Bay Area, we are able to identify the greatest needs and how our expertise can best be used to fill critical gaps. Your Work
The senior litigator in this position will focus predominantly on leadership and management of our active litigation docket and will become an integral part of our team’s strategic design and visioning for future impact litigation and advocacy campaign priorities. Specific goals will include:
Litigation (70%)
Serve as lead counsel on major cases in our current civil rights docket, including legal research, drafting and reviewing filings and correspondence, discovery, motion practice, trial advocacy, appellate advocacy, etc. Supervise and develop relationships with pro bono law firm partners, co-counsel at other nonprofit institutions in the Bay Area, as well as LCCRSF staff attorneys, legal fellows, and law student interns.
Identify racial and economic justice issues for impact litigation and policy advocacy, including investigation of cases and strengthening the organization’s ties with community partners and clients who best understand which issues are top priority and the remedies needed.
Policy and Advocacy (10%)
Engage in legislative and administrative advocacy, particularly as it relates to litigation as part of coordinated campaigns, including drafting legislation, meeting with client organizations, representation of groups before administrative and legislative bodies, and technical assistance to policy makers.
Program Leadership (15%)
Train and supervise junior staff on litigation and advocacy and create a supportive learning environment.
Participate as part of the Senior Leadership internally, including monthly meetings with Management Team giving input into and getting support on diverse topics such as organizational budget, internal culture, wellness, program strategy, fundraising approaches, etc.
External Partnerships and Communication (5%)
Seek opportunities to engage in public education and media advocacy consistent with our identified program strategies and in consultation with Communications staff.
Essential Qualifications
• Significant experience as a primary counsel leading impact litigation; while a minimum of five years of post-graduate legal experience is anticipated, the primary indicator of appropriate experience will be the strength and substance of the candidate’s previous docket of litigation matters;
• Knowledge of and demonstrated leadership in civil rights law advocacy, particularly racial justice
• Experience working with/ties to low-income communities of color;
• Excellent oral and written communication skills and skills in mentoring junior attorneys to develop their litigation practice;
• Collaborative, affable, team-player who will work cooperatively across a team of people from diverse backgrounds, experiences, and perspectives;
• California Bar membership or intent to sit for the California bar within 6 months of hire.
Salary, Benefits, Work location
This position is full-time, exempt, with a salary range of $110k-120k annually depending on experience, and reports to the Legal Director. Full benefits package includes 100% paid medical + 80% for dependents, phone and internet reimbursement, wellness bonus, vacation, sick time, paid holidays, short Fridays, and winter break (office closure during the last week of the calendar year).
Our office is based on downtown San Francisco but we have a flexible remote policy that accommodates remote work the vast majority of the time unless our work calls for in-person outreach and communication with the clients and communities we serve. We do not yet have a target date for return to the office, but we expect to offer, at minimum, part-time remote. While remote, may not work outside CA for more than 30 consecutive days at a time. Employees must be fully vaccinated according to CDC COVID-19 guidelines for in-person work.

POSITION DESCRIPTION:
The Program Manager, Subcontracts position report to the Director of Programs and Subcontract Administration and will support various programs, subcontracts and administration across the organization. This position will oversee the various aspects related to programs, including contracts, negotiating, drafting and review of contracts, including government contracts, vendor and professional services agreements, events, and fee-for service contracts. This position will oversee, design subcontract agreement based on contractual obligation per CHIRLA’s state, county and local contracts including associated subcontracts.
The Program Manager, Subcontracts position will work with CHIRLA’s program Director, in the organization to provide legal support across a wide range of legal, regulatory and ethical issues. Additionally, this position will supervise and oversee the work product of the subcontractors and report to the various government agencies and partners.
The Program Manager, Subcontracts must be licensed, and possess a Juris Doctor from a reputable, accredited law school alongside experience with document review projects, and the review of complex, voluminous documents. A professional attitude and strong work ethic are required, alongside strong written and verbal communication skills, exceptional attention to detail, and organizational abilities.
RESPONSIBILITIES AND DUTIES:
• Create, review, negotiate, draft a broad range of contracts and agreements on behalf of the organization including contracts, agreements, and other legal documents subcontracting agreement, service agreements and consulting agreements
• Improve internal legal, compliance, and risk management processes
• Work with the leadership team to develop and execute legal strategies
• Ensure compliance with relevant regulation
• Provide guidance for internal policy creation
• Draft, review, and revise program and administrative related agreements and templates
• Manage contract inventory and serve as internal contract management expert
• Select and implement an electronic contract management system appropriate for and tailored to the organization’s needs
• Respond to contract disputes

SKILLS AND QUALIFICATIONS:
Qualified applicants for this position should have a record of outstanding academic achievement, superior writing and analytical skills, relevant work experience, participation in law review, journals, clinical legal work, and/or extracurricular activities, and have demonstrated an interest in government contracts law. PROGRAM DESCRIPTION
The overall goal of JFCS East Bay’s Immigration Legal Services (ILS) program is to empower low-income immigrant families by providing accessible legal representation that helps keep immigrant families together. Through expert legal advice and representation, we inform our clients of the available legal options and support them to make safe and productive strategic decisions. Our legal services include consultations, advice and referral, full scope removal defense at all levels of the process, affirmative applications filed with the USCIS (including U-visas, adjustment of status, citizenship, DACA, VAWA petitions, and more), and federal court litigation (such as Administrative Procedure Act lawsuits, petitions for mandamus, Circuit Court
appeals). Our Removal Defense team participates in the
Stand Together Contra Costa (STCC) collaborative.
JFCS East Bay complements our direct legal services with wrap-around support for our clients. The ILS department counts on a dedicated, full-time, Spanish-speaking Clinical Psychologist to provide therapy and forensic evaluations for ILS clients. We also connect clients with our dedicated, full-time, Spanish-speaking Resource Specialist to meet extra-legal needs such as support for housing or food insecurity, family violence issues, job placement assistance, ESL classes, benefits registration, access to medical care, and more.
JOB SUMMARY
The Director of Immigration Legal Services (ILS) is responsible for overseeing the direction, administration, development, and implementation of the ILS program. The ILS Director contributes to the overall strategy for advancing the mission of JFCS East Bay through service delivery, supervision and mentorship, grant management, fundraising, outreach and collaboration with community stakeholders. The ILS Director guides the ILS team to deliver effective and responsive immigration legal services to our East Bay community, implementing new immigration legal services as required by changes in the law and community need, while providing critical input on JFCS East Bay’s advocacy agenda on immigration issues and policy. The ILS Director is a member of the JFCS East Bay Leadership Team, which is responsible for overall direction of the agency, and reports to the Chief Executive Officer.
ESSENTIAL RESPONSIBILITIES
Leadership
• Establish the vision and strategic plan for the ILS program at JFCS East Bay, In collaboration with the Leadership Team and department staff.
• Plan for and design ILS program growth and development in response to community need and in alignment with the JFCS East Bay strategic plan and mission.
• Together with the Leadership Team, develop and implement the organization’s agency-wide strategic initiatives, goals, and long-range plans.
• Provide strategic leadership and coordination for the ILS program through direct representation, clinics, workshops, pro se assistance, and pro bono representation.
• Inspire, motivate, and incentivize ILS Team members to achieve excellence for the community through collaboration, information sharing, and capacity-building initiatives.
• Support the mission and values of JFCS East Bay by demonstrating a commitment to social justice and equity and actively supporting JFCS East Bay’s commitment to being an anti-racist organization, including the promotion and integration of anti-racist ideas and policies into our work.
• Foster an inclusive environment and team culture which highlights and celebrates the diversity of ideas and experiences to promote collaboration and shared learning.
Program and Staff Management
• Closely monitor developments in immigration law and provide information, updates, and training to ILS staff.
• Ensure the fulfillment of ethical and professional standards, and the provision of high-quality legal services.
• Train, support and supervise attorneys and accredited representatives providing legal services to underserved immigrant populations as they apply for affirmative immigration benefits before USCIS, including regular meetings with staff to engage in case strategies and ensure quality representation for clients.
• Train, support and supervise removal defense attorneys and legal assistants providing legal representation to clients in removal proceedings, in administrative appeals, in petitions for review before Circuit Courts and in federal district court litigation.
• Oversee and maintain all legal case records and documentation.
• Ensure the agency maintains its status as a recognized agency under the U.S. Department of Justice Office of Legal Access Programs (OLAP) and that all OLAP representatives maintain their accreditation.
• Establish, maintain, and revise processes and procedures for case management and data tracking oversee program progress toward goals on grants and contracts, including systems to track numbers of clients served, as well as success of program and client satisfaction.
• Design, administer, and oversee ILS pro bono representation programs in collaboration with law firms, law schools, and the private bar.
• Provide expert immigration consultation and representation to ILS clients (minimal caseload as workload permits).
• Lead program development for extra-legal, wrap-around services, including psycho-social supports afforded through the Resource Specialist, the ILS Clinical Psychologist, the Volunteer Services department, and other client support programs at JFCS East Bay.
Fund Development
• Collaborate with the Chief Advancement Officer to develop and implement funding strategies.
• Lead program fundraising efforts to expand service capacity, including identifying new funding opportunities, donor cultivation, and relationship building.
• With support from the Chief Advancement Officer and outside grant-writers, craft proposals and reports for state, federal, and private institutional funders.
Finance & Budget
• In collaboration with the Director of Finance and the Leadership Team, develop, manage, and monitor the ILS program’s annual budget, as well as associated contracts and reporting.
• Oversee all ILS expenditures; train and supervise ILS staff tracking expenses and submitting reimbursement and check requests.
Community Engagement
• Build and maintain collaborations and cooperative relationships with other agencies and community-based legal providers; Identify key organizations and community partners for alliance-building and learning.
• Represent and serve as spokesperson for ILS to media outlets, the public, local government, the non-profit community, and other stakeholders.
• Provide leadership and a convening role in the East Bay ILS community.
• Participate in local, regional, and national collaboratives, committees, conferences, and events relating to the growth and development of JFCS East Bay’s ILS program and its impact in the community.
• In collaboration with the Chief Advancement Officer and the Leadership Team, assist in and manage/oversee the production and dissemination of ILS-related JFCS East Bay publications, website, Annual Report, etc.
• Conduct outreach to provide legal education to the immigrant community.
Advocacy
• Collaborate with staff and board members on advocacy, policy, and other work to effect systemic change.
• Identify opportunities for JFCS East Bay to advocate for immigrant rights through sign-on letters, participation in class action lawsuits and other impact litigation, public comments, relationship-building with elected officials, media campaigns, and other means.
REQUIRED QUALIFICATIONS
• Membership and good standing in the bar of any state or federal territory. California license strongly preferred.
• Juris Doctor (JD) degree from an ABA-accredited law school.
• Seven to 10 years’ experience in providing immigration legal services in removal defense proceedings, on appeals to the BIA, in Circuit Court petitions for review, in Federal District Court litigation, as well as in filing affirmative applications before the USCIS (including but not limited to adjustment of status, citizenship, and U-visas).
• Minimum of five years experience managing and supervising attorneys and legal assistants in immigration legal practice.
• Experience working with or directing legal services clinics.
• Success in collaborative leadership demonstrated by achieving organizational targets and goals.
• Forward-thinking creativity and ability to confront dynamic situations with a positive, solutions-oriented attitude.
• High ethical standards and excellent professional judgment.

Your Work
• Training and mentorship (60%) – Provide training, technical assistance, and mentorship to pro
bono attorneys handling applications for asylum and other forms of humanitarian relief. Develop
training materials, practice advisories, and ongoing programmatic improvements for the Pro Bono
Asylum Program.
• Representation (25%) – Represent asylum seekers and unaccompanied minors with cases pending
before the Executive Office for Immigration Review (EOIR) and United States Citizenship &
Immigration Services (USCIS). Manage a docket of direct services cases in various stages of
representation, including communicating with clients regarding their pending cases, responding to
notices or requests from the court and USCIS, filing changes of address forms, work permit
applications, and affirmative applications for relief with USCIS.
• Support with screening and assessment of potential clients (15%) – Conduct and review intake
assessments to identify asylum cases that are good candidates for pro bono placement, review case
memos prepared by law clerks and program coordinator to issue-spot for claims and to help summarize
the best legal strategy for relief.
Essential Qualifications
• J.D. and a member in good standing of any state bar (*California strongly preferred).
• Minimum of two years of experience working as an immigration attorney with low- income
communities and/or recent survivors of trauma.
• Strong bi-lingual (English and Spanish) language competency, including the ability to write
basic correspondence in Spanish (*bi-cultural preferred).
• Strong problem-solving and analytical skills.
• Excellent organizational, communication, analytical, writing, and editing skills; strong
attention to detail.

Salary, Benefits, Work location
This position is full-time, exempt, with a starting hourly rate of $46-52/hr DOE and reports to the
Immigrant Justice Senior Staff Attorney. Full benefits package includes 100% paid medical + 80% for
dependents, phone and internet reimbursement, vacation, sick time, paid holidays, short Fridays,
and a 2-day wellness spring break in conjunction with the Cesar Chavez holiday (March 31 to April
4, 2023).
Our office is located on the Embarcadero in downtown San Francisco, close to many transit options.
We’re currently remote with our office available for optional use, or as needed. We do not yet have
a target date for return to the office, but we expect to offer, at minimum, part-time remote. While
remote, may not work outside CA for more than 30 consecutive days at a time. Employees must be

The Position
The Immigrants’ Rights Program Director (IR Director) is responsible for identifying immigrants’ rights (IR)
program priorities and working with allies to develop and manage proactive cases and campaigns to drive
forward large‐scale change. The IR Director provides supervision and support the approximately four‐ six
staff attorneys, senior staff attorneys, policy associates, and legal professional staff who work in the
program (some staff work in several program areas). The IR Director will be supervised by a Legal‐Policy
Director and will work with the other five Program Directors on annual programmatic plans and
intersectional cases and campaigns. The IR Director, like the other Program Directors, is expected to
advance the ACLU NorCal mission while modeling the values of organization, including excellence, equity
and inclusion, expansion mindset, and emotional intelligence. The IR Director will often work with our
Organizing and Communications departments to advance the team and the organization’s mission. The
IR Director will also be part of statewide leadership, planning and coordination of IR work among the three
ACLU affiliates in California and with ACLU California Action.

Duties & Responsibilities
Vision to implementation responsibility of an active, cutting‐edge IR docket utilizing an integrated
advocacy approach that includes litigation, local and legislative advocacy, and communications.

In the spirit of pay transparency, the salary range for DOJ Rep is $50,000 – $80,000; and for Staff
Attorney $70,000-$85,000. If you are hired at IIBA, your final salary compensation will be determined
based on factors such as skills, education, and/or experience, and geographic location. In addition to
those factors, we believe in the importance of pay equity and consider internal equity of our current team
members as a part of any final offer. Please keep in mind that the range mentioned above is the full salary

Job Summary:
The Immigration Institute of the Bay Area (IIBA) is seeking a full time DOJ Rep or Staff Attorney for its
Napa office. This position supports IIBA’s mission by providing quality immigration-specific legal
service, advice, and representation in support of low income individuals; supervising legal work of
employees and/or volunteer workers at sites; representing IIBA at events for clients, partner
organizations, and the media; and maintaining high standards for legal protocols and record keeping.
Job Responsibilities:
Case Management: Provide eligibility and risk assessment, full representation, brief service, and/
or legal advice to low income clients filing applications, including family-based and humanitarian
immigration petitions, waivers, U Visas, DACA, DAPA, naturalization, consular processing,
adjustments of status, and removal defense.
Outreach and Group Processing: Develop community relationships. Responsible for workshops,
clinics, outreach activities and information sessions for immigrants, social service agencies
serving immigrants, local government, community based organizations, and wineries and
vineyard management companies. Outreach and workshops requires occasional evening and
weekend events.
Maintain Legal Best Practices: Comply with IIBA’s policies, procedures, protocols, and best
practices for non-profit immigration law practice, including legal ramifications, fee collection,
maintenance of client files and data for reporting requirements. Participate in regular peer review
meetings and legal trainings.
Fee Assessment: Assess fees for services, sign contracts with clients, work with administrative
staff to ensure fees are collected and applications are filed in a timely manner.
Supervise Legal Work: Train and help supervise administrative support staff, paralegals, legal
interns and other volunteers.
Community Leadership: Participate in meetings and webinars on behalf of IIBA and its partner
organizations and collaborators.
All other duties: Perform all other duties as needed and/or as directed by supervisor.
Knowledge, Skills and Abilities Required:
Education & Certification:
Attorney: J.D. from ABA certified law school or international equivalent. A current Bar
Membership in good standing.
Work Experience:
Attorney: Experience in immigration law assisting immigrants with U-Visas, VAWA selfpetitions,
family visa petitions, waivers, DACA, naturalization.
Advanced legal research and writing skills.
Dedicated to providing high quality legal assistance and capable of handling complex legal issues
on behalf of low-income immigrant populations.
Excellent interpersonal, organizational and communication skills.
Outstanding public speaking skills in English and Spanish, with ability and experience to conduct
outreach and education events to large groups.
Experience in developing and providing services to the target population preferred.
Very strong attention to detail and excellent organizational skills.
Exceptional time management skills – ability to meet deadlines.
Ability to act independently and exercise sound judgment.
Commitment to serving immigrants and sensitivity to the needs of the low-income, culturally
diverse newcomer community.
Familiarity with the region and knowledge of local resources, public systems, and area
philanthropy preferred.
Proficiency in a Windows/PC environment, and able to quickly become proficient in the use of
IIBA’s immigration law software and database.
Bi- Lingual – English and Spanish fluency REQUIRED
Salary/Benefits:
In the spirit of pay transparency, the salary range for DOJ Rep is $50,000 – $80,000; and for Staff
Attorney $70,000-$85,000. If you are hired at IIBA, your final salary compensation will be determined
based on factors such as skills, education, and/or experience, and geographic location. In addition to
those factors, we believe in the importance of pay equity and consider internal equity of our current team
members as a part of any final offer. Please keep in mind that the range mentioned above is the full salary
range for the role. Hiring at the maximum of the range would not be typical in order to allow for future &
continued salary growth. We also offer a generous benefits package – additional information below.

IMMIGRATION ATTORNEY POSITION
DESCRIPTION
The Alameda County Public Defender has adopted a holistic model of representation. Our Immigration Unit is designed to connect a vulnerable population with critical resources while providing high quality and comprehensive legal services at the nexus of the criminal justice and the immigration systems.
By the assignment of the Public Defender, the Immigration Attorney will represent eligible clients of the Public Defender in removal proceedings before the local Immigration Court, Board of Immigration Appeals, and the Circuit Court of Appeals and in other immigration matters in order to avoid deportation in the future.
DISTINGUISHING FEATURES
Incumbents are expected to perform highly competent legal work, representing individuals with complex “crimmigration” issues in civil removal proceedings. The immigration attorney position furthers efforts towards the Office’s “holistic defense” model of public defense.
EXAMPLES OF DUTIES
(a) Defend individuals against removal from the United States, which includes representing detained and non-detained noncitizens in removal proceedings before the Immigration Court, Board of Immigration Appeals, and U.S. Court of Appeals for the Ninth Circuit. This also includes challenges to immigration detention, legal and constitutional challenges to DHS and EOIR conduct before federal district courts, as well as post-conviction relief in state courts.

(b) Represent noncitizens in applications for affirmative immigration relief in order to avoid likely or imminent deportation in the future.
(c) Advocate on behalf of noncitizen clients amongst actors in the Alameda County criminal legal system, including judges, prosecutors, probation officers, other service providers.
(d) Conduct intakes and initial investigation of clients needing immigration representation to determine whether clients are eligible for Public Defender immigration services and whether they are legally eligible for immigration relief.
(e) Provide legal consultations to public defenders practicing criminal defense regarding the immigration consequences of criminal convictions for individual noncitizen defendants accused of crimes in Alameda County on an as-needed basis.
(f) Provide screening and brief advice to individuals regarding post-conviction relief options for vacating, modifying, reducing, reclassifying prior convictions in order to mitigate or avoid immigration consequences.
(g) Represent noncitizens on post-conviction relief motions to vacate or modify previous convictions in order to mitigate or avoid immigration consequences.
(h) Stay abreast of rapidly changing crim/imm related case law coming out of the Supreme Court, U.S. Court of Appeals for the Ninth Circuit, Board of Immigration Appeals, and other relevant authorities.
MINIMUM QUALIFICATIONS
• Current active membership and good standing with the California State Bar.

• Relevant experience representing noncitizens in immigration matters and/or providing immigration advisals pursuant to Padilla v. Kentucky.
PREFERRED QUALIFICATIONS:
• Spanish fluency;
• 3-5 years removal defense experience, including with clients who are detained by immigration authorities;
• Post-Conviction Relief litigation experience;
• Experience advising criminal defense attorneys as to immigration consequences of criminal convictions;
• Federal court practice experience;
• Demonstrated ability to use and prioritize a holistic, trauma-informed and client-centered approach to legal practice.
