Summary
LAM seeks a passionate, client-centered attorney with a demonstrated commitment to public interest law and social justice to support, educate, and represent members of Marin’s low-income immigrant communities. Reporting to the Legal Director and collaborating with the Pro Bono Manager, the Immigration Justice Staff Attorney will help design, launch, and implement a place-based, community-informed immigration legal services program.

Duties and Responsibilities
Provide community-informed immigration legal services to marginalized immigrants living in Marin County
Conduct client interviews, factual analysis, and legal research
Offer legal education, brief advice, consultation, and services in the community; staff off-site outreach, intake, and clinic events, including one eight-hour day per week at North Marin Community Services and additional time at other community-based organizations as needed
Supervise and train legal assistants, interns, and volunteers as needed
Coordinate closely with the Legal Director and staff to ensure high-quality services
Participate in training and mentorship as required
Attend convenings, conferences, and events as required
Maintain records to measure outcomes, meet funder and ethical requirements, and support organizational development and fundraising
Provide accurate data for reporting to the Programs Officer and Executive Director
Complete additional mission-aligned tasks supporting LAM’s expansion into immigration legal services

About La Raza Community Resource Center:

La Raza Community Resource Center (www.larazacrc.org) (La Raza CRC) is a bilingual, multi-service

non-profit organization dedicated to meeting the social service, immigration, educational, and leadership

development needs of low-income families and individuals. La Raza Community Resource Center is

located in the heart of the historic San Francisco Mission District, the vibrant cornerstone of San

Francisco’s Latino community. We have been serving the community for over 56 years. Our Social

Services Program services include a food pantry, family counseling, educational workshops, support

groups, rental assistance, and many other services. Our Immigration Program attorneys provide both

affirmative family-based immigration services and removal defense. All of our social services are free

(subsidized) and legal services are pro bono.

Job Summary:

Directly reporting to the Immigration Team Supervising Attorney, The Immigration Staff Attorney

will work alongside two (2) other Immigration Staff Attorneys, two (2) paralegals. The Staff

Attorney shall work on both removal defense cases and affirmative immigration cases, dependent on

capacity. The Immigration Staff Attorney will have the ability to train and learn from their

colleagues as their capacity necessitates.

The Immigration Staff Attorney must be bilingual (English/Spanish), possesses the ability to work

efficiently and independently, and has great attention to detail and organizational skills. This role

will be strongly motivated to serve the immigrant community, be client-service oriented, and feel

comfortable working with vulnerable individuals including trauma survivors. This is a full-time

position (Monday to Friday, 40 hours per week) with a hybrid (in person and remote) work

arrangement available upon completion of a 90 day employment probationary period.

Responsibilities:

Case Management:

● Provide eligibility and risk assessment, full representation, limited liability services, and legal

consultations to low income clients filing immigration applications, including but not limited to

family-based petitions, DACA, special immigrant juvenile status, naturalization, adjustments of

status, asylum and related removal defense applications.

● Dedicate 1 week a month to the Rapid Response Network. Rapid Response duties may consist of

but are not limited to: Providing educational and legal representation to protect the due process

rights of San Francisco residents and to advocate on their behalf in the event that they are

detained by ICE.

● Ability to handle 20-30 removal defense cases.

● Ability to act independently and to identify and access resources to assist in preparing cases.

Required Qualifications:

● Education & Certification: Juris Doctor (J.D.) and current Bar Membership in

good standing (California strongly preferred).

● 1–3 years of experience providing direct legal immigration services

consular processing, among other, applications

● Excellent verbal and written communication in both English and Spanish.

Reporting Relationships

Reports to the Supervising Attorney in Berkeley CA. May support the training and orientation of interns and volunteers.

Major Responsibilities

Direct Services for LGBTQ+ Immigrants

Assist attorneys and U.S. Department of Justice (DOJ) Accredited Representatives in representing clients before Immigration Customs and Enforcement, removal proceedings and custody redetermination (bond) proceedings before the Executive Office of Immigration Review (EOIR), in habeas proceedings in Federal court, and in Special Immigrant Juvenile Status proceedings in State courts.

Give first-level responses to client inquiries and other client communication for removal defense clients, including scheduling and confirming appointments. Make referrals to Social Services Program.

● Conduct initial case assessments and assist in managing removal defense waitlists.

● Collect biographical information for colleagues to prepare Form I-589, Applications for Asylum and for Withholding of Removal.

Take client fingerprints and request criminal records, letters of support, and other evidence collection.

● Interpret for client meetings in Spanish and English, and translate documents from Spanish to English and vice versa, as needed.

Preparation of Legal Documents

● Prepare, mail, and log contractual agreements, referral letters, and orientation materials to clients.

● Draft and mail correspondence to immigration agencies, EOIR, and client employers.

● Complete and submit client Changes of Address to immigration agencies and EOIR.

● Prepare, complete, and mail Form I-765, Applications for Employment Authorization.

● File documents electronically, by mail, and in person with immigration agencies, EOIR, and California State Court.

● Prepare and submit Freedom of Information Act requests to federal and state agencies.

Administrative Support

● Enter data into spreadsheets and case management software. Scan and upload documents to client files.

● Complete case-opening and case-closing tasks and scan files.

● Assist Pro Bono Program with client communication and document collection, including scheduling client appointments.

● Assist in the maintenance of all hardcopy and electronic client case files, dockets, calendars, ticklers, and conflict of interest records under attorney and DOJ representative supervision.

● Assist in the planning and execution of legal clinics both in the Oasis offices and at external sites.

● Complete administrative tasks, such as those related to grant management, reporting, and client caseload management.

Other Responsibilities

● Attend outreach events as an Oasis representative.

● Participate in staff, departmental and program meetings, professional development activities and other required training, annual all-staff gathering, and performance review systems.

● Proactively raise issues with their supervisor to prioritize tasks and implement solutions, meet all deadlines and maintain accurate timesheets.

● Work collaboratively with all staff members to ensure effective, comprehensive support for clients. Build trusting, respectful internal and external relationships.

What We’re Looking for (requirements)

● At least one year of cumulative experience working in immigration legal services, including professional, internship and/or volunteer experiences.

● Proficient in both English and Spanish languages (spoken and written). Must be able to communicate to clients in Spanish and English, without an interpreter or translator.

● Facility with Google Suite, Microsoft Office Suite (Word, Excel, PowerPoint), Zoom, and macOS, with ability to learn how to navigate other platforms required for work.

● Able to communicate in person and via phone, email and video conference, to work at a computer for extended periods of time, and travel locally to outreach events.

● Able to provide proof of COVID-19 vaccination, or participate in an interactive process for accommodations.

Other Details

This is a non-exempt, hourly, full-time role (35 hours per week, Monday through Friday, 9 a.m. to 5 p.m.) based at the Oasis Legal Services office in Berkeley CA, with the option to work from home up to two days per week. The work schedule is subject to change based on

programmatic needs, and working some evenings or weekends may be required. Candidates must be located in or willing to relocate to the San Francisco Bay Area, and able to work in a

shared-office environment where there may be ambient noise and overheard conversations. Occasional travel may be required.

Compensation

We believe in paying people fairly for the jobs they do at Oasis, and our compensation

philosophy is based on the responsibilities and scope of the role, not the individual who

happens to be filling the role or the geographic region where they happen to be doing that

job, for example. Please note that we have a negotiation-free policy in order to apply our pay

scale uniformly across the organization and create internal pay equity.

● Annual pay is commensurate with years of same-level experience in a similar role, either $65,500 for someone with up to three years of experience, or $68,500 for someone with 3+ years of experience. This pay is for working our standard full-time work schedule of seven hours per day and 35 hours per week. Candidates who advance to the final interview will be asked to provide information about their same-level experience in any similar role, if not included in their resume, as the basis for Oasis to calculate a possible job offer within our salary framework.

Position Summary

Oasis Legal Services seeks an experienced attorney and courageous advocate to represent low-income lesbian, gay, bisexual, transgender, and queer (LGBTQ+) clients who have been persecuted for their sexuality and gender identity and are seeking safety in the United States. The Supervising Attorney is a new position at Oasis, and the ideal candidate is self-aware, takes initiative, and skilled at navigating power dynamics, with at least two years of experience representing clients in front of the Executive Office for Immigration Review (EOIR). Reporting Relationships

The Supervising Attorney reports to the Director of Programs and Advocacy based in the Berkeley CA office. This role supervises several full-time Berkeley-based employees: two attorneys, and for 10 weeks every summer, up to two legal interns. The Supervising Attorney may also supervise up to two part-time legal interns during the school year.

Major Responsibilities

Representation of LGBTQ+ Immigrants

● Directly represent LGBTQ+ clients: ○ in removal proceedings in front of the Executive Office for Immigration Review, (EOIR);

in affirmative asylum proceedings in front of the U.S. Citizenship and Immigration Service (USCIS);

○ in credible-fear and reasonable-fear interviews and check-ins in front of U.S. Immigration and Customs Enforcement (ICE);

○ in habeas proceedings in front of California District Courts; and

○ in California State Court for the purposes of obtaining Special Immigrant Juvenile Status predicate orders.

● Interview clients about sensitive topics, and communicate complex legal concepts to clients in Spanish and English, so they understand their options, can make informed decisions, and are prepared for hearings.

● Gather information and collect evidence to inform legal research, case investigation, and strategy. Prepare immigration forms, update databases and maintain accurate records.

Manage relationships with clients, witnesses, and experts, coordinate their efforts, and track deadlines for a large caseload of up to 15 active clients at a time. Work with the Social Services Program to make referrals for collateral issues clients are facing. Respond to inquiries in a timely manner, including from many clients whose cases have already been filed and are pending.

Legal Supervision & People Management

Supervise the legal work of other attorneys and legal advocates to ensure they are providing competent legal representation to clients and managing their caseloads effectively and efficiently. This may include co-counseling cases and other inventions as needed.

● Assign legal work and administrative tasks to paralegals, legal interns, pro bono attorneys and other volunteers, for cases under your name and license, in coordination with the Asylum Program Director and Director of Programs & Advocacy. Review declarations, motions, and briefs, and observe intakes and hearings.

● Serve as the Oasis supervisor for two attorneys and up to two legal interns at a time. Participate in weekly check-ins with these team members to provide ongoing feedback and support, and guide people in developing and executing appropriate advocacy strategies for their new and ongoing cases.

● Participate in Legal Team and Management Team meetings. Support effective recruitment and orientation of Legal Team members, create the conditions for people to succeed at Oasis, support them in following Oasis policies and procedures in tandem with the Operations Team, and identify and facilitate training and other professional development opportunities.

Community Engagement & Advocacy

● Prepare and deliver training internally to Oasis colleagues, external partners and service providers on topics such as asylum law, trauma- informed representation, and serving LGBTQ+ immigrants, to increase the capacity of the legal community to serve LGBTQ+

immigrants. Develop new training content and resources as needed to help ensure materials anticipate emerging needs and reflect current law and practice.

● Engage in outreach to LGBTQ+ and immigrant communities, and speak persuasively about Oasis and our work to potential clients and to other organizations that serve them, so that all eligible community members are aware of Oasis services.

● Participate in Advocacy Team meetings and help create strategies to foster client empowerment and elevate LGBTQ+ immigrant voices.

Other Responsibilities

● Participate in staff, departmental and team meetings, Oasis-sponsored professional development activities and other required training, annual all-staff gathering, and performance appraisal systems.

Work collaboratively with all staff members to ensure effective, comprehensive support for clients and coordinate best practices across teams, departments, and Oasis offices.

● All other duties assigned by the Supervisor and Executive Director.

What We’re Looking for

At least five years of experience as a licensed attorney, including a minimum of two years representing clients in front of EOIR.

● Juris Doctor degree (J.D.), and member in good standing of a state bar and licensed to practice law in the United States.

Proficient in both English and Spanish languages (spoken and written). Must be able to communicate complex legal topics to clients in Spanish and English, without an interpreter or translator.

Facility with Google Suite, Microsoft Office Suite (Word, Excel, PowerPoint), Zoom, and macOS, with ability to learn how to navigate other platforms required for work.

● Able to communicate in person and via phone, email and video conference, to work at a computer for extended periods of time, and travel locally to various locations for client appointments and outreach events.

● Able to provide proof of COVID-19 vaccination, or participate in an interactive process for accommodations.

Experience working with LGBTQ+ community members and/or immigrant communities, such as through project management; community organizing, education, training or outreach; and/or social services delivery in a non-profit or government context.

● Experience working with low-income, incarcerated and/or detained clients

● Experience with federal litigation

Language proficiency in Arabic or Portuguese, in addition to English and Spanish

Other Details

This is an exempt full-time role (35 hours per week, Monday through Friday, 9 a.m. to 5 p.m.) based at the Oasis Legal Services office in Berkeley CA, with the option to work from home up to two days per week. The work schedule is subject to change based on programmatic needs, and working some evenings, weekends or holidays may be required. Candidates must be located in or willing to relocate to the San Francisco Bay Area, and able to work in a shared-office environment where there may be ambient noise and overheard conversations.

Compensation

We believe in paying people fairly for the jobs they do at Oasis, and our compensation philosophy is based on the responsibilities and scope of the role, not the individual who happens to be filling the role or the geographic region where they happen to be doing that job, for example. Please note that we have a negotiation-free policy in order to apply our pay scale uniformly across the organization and create internal pay equity.

Annual salary is commensurate with years of same-level experience in a similar role, either $88,000 a candidate with 5 years of experience as a licensed attorney, or $98,000 for 6-10 years of experience, or $108,000 for 11+ years of experience. This pay is for working our standard full-time work schedule of seven hours per day and 35 hours per week. Candidates to advance to the final interview will be asked to provide information about their same-level experience in any similar role, if not included in their resume, as the basis for Oasis to calculate a possible job offer within our salary framework.

Position Overview:

The National Immigration Project seeks a highly motivated attorney for a full-time, temporary

position, for our IMPOWER collaboration with AFL-CIO affiliated unions to protect immigrant

workers’ rights. The attorney will work closely with the IMPOWER team to conduct screenings

for impacted workers, refer workers in need of representation to outside attorneys, take on

representation in a limited number of cases, and support rapid response to enforcement actions

against union members. Deep expertise in immigration law and the immigration system,

particularly preparing for enforcement and representing detained clients, will be important for

this role.

The position currently has a duration of one year; however, there is a possibility of extension.

Key Responsibilities:

● Conduct screenings for union members with temporary statuses such as TPS, DACA,

DALE, or other forms of deferred action or parole to identify relief or defenses to

deportation for which they may be eligible.

● Conduct in-person screening clinics in strategic locations where participating unions

have identified large groups of members who require assistance.

● To the extent possible, provide referrals to other attorneys or, if capacity allows, limited

representation of workers in relief applications or removal defense proceedings.
